Richard Smith joined Masters Swimming in the early 1970’s and participated in the 1972 National Championship meet, which was held in San Mateo, CA. He served Pacific Masters (PMA) as its long time treasurer, a certified stoke and turn judge, and a convention delegate. He and wife, Joan, were very involved in the organizing of an annual SCY Pentathlon and the Folsom Lake Open Water Swim, both in the Sacramento area. Richard also officiated at national level meets, all the while competing successfully in various age groups.

Richard attended the USMS Convention regularly and served many years as a member of the USMS Legislation and Finance committees. He was also elected as the Oceana Zone Representative, during which time he was instrumental in reviving the Hawaii Local Masters Swimming Committee (LSMC). Richard received the PMS Distinguished Service Award in 1995.

For his service, he along with his wife Joan received this award.
